Historical FPS telemetry in Deployment Manager

The resource monitor in Deployment Manager now charts inference FPS and camera FPS over time, with per-minute history for each device. You can see how throughput changes across a device's run, compare camera capture rate against inference rate, and spot slowdowns on edge deployments without connecting to the device directly.
